ABSTRACT
This chapter discusses other developments in the business and policy space, such as the formation of Bharat Sanchar Nigam Limited (BSNL) as the government operator, the interconnection usage charges (IUC) regulations, the universal service obligation (USO) sought to be funded through a USO levy, and the spectrum management regime in the lead-up to the second competitive phase of our typology.
