ABSTRACT

This chapters looks beyond the apparent indicators agricultural development all these decades despite which the current crisis has erupted. It contains an outcome analysis based on selective developmental outcome indicators of short-term, medium-term and long-term nature as per the guidelines of the Food and Agricultural Organization of the UN. The developmental outcomes were assessed based on quantitative or qualitative developmental statistics in each area and then expressed on a −3 to +3 scale for easy analysis.

The analysis indicates that agricultural development performance in the short run measured only +0.75, indicating dismal positive impact because of its proneness to pilferage, the inadequacy of developmental reach and adverse effects on farming; +1.71 medium-term outcome, qualifying for a good rating because of the effectiveness of the extension services in terms of reach and delivery; and −2.1 in the long run, passing off for an adverse effect because that long-term outcome is seen in more staying manifestations of development in terms of yield, quality and sustainability. Efforts made in the short term and medium term show themselves in outcome only if the governance and regulation is effective and show lasting long-term impact when continued for long time.
