ABSTRACT

While Chapter 7 is about the outcome of developmental efforts from the perception of its statistical indications reflecting the outcome, this chapter is about analysing the impact of nationwide development schemes that came into implementation during the eleventh and twelfth Five-Year Plans as remedy to the agrarian crisis. The impact of these nationwide developmental schemes before 2007 and after 2007 is analysed on the assumption that all developmental schemes before it were a part of the National Commission on Agriculture 1976. It was carried out following the methodology of an AIM analysis given that the pre-2007 development scenario was the outcome of a twenty-five-year developmental endeavour with a different set of developmental initiatives; and the post-2007 development scenario was the outcome of the National Policy for Farmers 2007 initiatives for tackling the agrarian crisis and arresting farmers’ suicides. The analysis is carried out to find out the impact on the vulnerable goals of development that improve agricultural ground realities to improve farm viability and thus reduce farmers’ suicides. Here also from the qualitative and quantitative data on vulnerable goals, a score of −3 to +3 is assessed. The effect of nationwide developmental schemes on vulnerable goals, including reducing farmers’ suicides, is assessed based on findings of an All India Study on farmers’ suicides in 2006 for the first period – that is, 1995–2007 – and based on the findings of the study namely Farmer Suicides: An All India Study Report during the post-2007 period. The analysis indicates that the net impact was −1.25 during the pre-2007 period and −1.27during the post-2007 period, in which it worsened slightly.
