ABSTRACT

The Washington Consensus was accepted as common wisdom on policies for international development and growth. This chapter aims to determine the different versions, interpretations, and alternatives of a controversial set of policies, which reflect the path-dependent historical development of the term. Most importantly, the evolution of the debate mirrors the evolution of economic thought regarding economic policies required for international economic development. The chapter concentrates on the conceptual critique of the Washington Consensus in the form of the “post-Washington consensus”, in the form of the “Washington contentious” and in the form of “After liberalism”. It reveals the intellectual history of the ideas behind the anti-Washington Consensus matched with influential critiques. It concentrates on the conceptual features of the debate in the form of ideas and counter-critiques of the Washington Consensus. It appears that the Amended Washington Consensus entails adding reforms targeting development in a pro-growth and pro-poor way.
