ABSTRACT

Governments, institutions and non-business actors have the power to create and change the business environment and make it enabling or disabling for business. At the same time, they are also buyers and sellers of products and services. Governmental institutions have mostly non-profit/idealistic, administrative or political objectives. Ministries and agencies of government are most often established for the sake of law-making, implementation, adjudication or citizen welfare. The management and staff representing them are often trained in administrative or technical careers, and would not all be expected to have a business management or entrepreneurial approach. Every Business-to-Business (B2B) company must at least break even to be able to pay interest on its credits and pay back its credits and loans. The core function of the government and its core institutions is to create an enabling environment for business.
