ABSTRACT
The reign of Henry III marks the highpoint of secular control of the Church. The Germanic concept of private ownership of the Church as a part of the lord’s property had become ever stronger and can be seen as a major contribution to ecclesiastical law. Never seriously challenged under the Saxons or the first three Salians, it threatened to reduce the Church to a mere instrument of national policy.
