ABSTRACT

Regarding the present case study, from the 1940s up to the end of the Mexican Miracle in 1982, Querétaro had been able to transform from a rural economy into one of Mexico’s leading industrial entities. But the dismantling of Mexico’s ISI greenhouse gradually eroded productive chains and local suppliers throughout the following decades. In consequence, to counter the negative effects of the low-linked maquila sector and the displacement of local industry by the bigger TNCs, the state of Querétaro would again rely on industrial policies and public-private collaboration to regain its industrial competitiveness.

This chapter will thus explore the strategies that Querétaro’s government deployed in order to regain its industrial competitiveness through the construction of a comparative advantage in an emerging sector for Mexico: the aeronautic sector. Echoing Nuevo León’s case, Querétaro’s government had to formulate both horizontal and vertical strategies in order to achieve an industrial transformation within the new century.
