ABSTRACT

This chapter explains the history of taxicab regulation in Seattle from its beginnings in 1912 and up until the experiment with economic deregulation in 1979. The key ordinances (city laws) are identified. The purpose and types of industry regulation are discussed: economic, safety and service. Economic regulation includes entry and rate regulation. Safety regulation includes both driver and public safety: safe driving, workplace injuries, crimes against drivers, vehicles safety standards and taxicab insurance. Service regulation includes fare overcharges, service response times and affordable taximeter rates. Regulatory enforcement concepts are discussed including routine enforcement, undercover enforcement, passenger complaint investigation, violations and due process. The legal environment of early regulation is briefly considered.
