ABSTRACT

“Implementation” is perhaps one of the most misleading words in the English language and in one’s classic view of “the policy process.” The problem with the word “implementation” is that it does not sufficiently capture that part of the real world of policy implementation that goes beyond routine predictability. The nep is an example par excellence of a pervasive public policy reality, namely that the implementation of public policy increasingly involves both public and private behaviour. The chapter provides a sense of the implementation dynamics inherent in each area of the nep. The Energy Deputies are a committee composed of the Clerk of the Privy Council, the Secretary to the Treasury Board, the Secretary of the Ministry of State for Economic and Regional Development, and the deputy ministers of Finance and Energy, Mines and Resources.
