ABSTRACT

This chapter shows the evolution of global migration governance and the barriers and support for cooperation. The chapter describes why international cooperation on migration has been so difficult: namely divergent interests, asymmetrical power, conflicting ideas, sovereignty, negative public opinion, and competition. Other factors—like record numbers of refugees and migrants, successful regional responses, and cross-sector cooperation on migration—support greater global cooperation on migration. This chapter shows how global migration governance has changed by analyzing three recent initiatives: the Global Migration Group, the Global Forum on Migration and Development, and the Sustainable Development Goals.
