ABSTRACT

This chapter discusses the contributions of the GCR to global governance and what’s missing from the compact. The main contributions of the refugee compact are the Global Refugee Forum as a regular place for states to pledge support and the multi-stakeholder approach that incorporates a larger scope of actors in refugee responses. The GCR prioritized support for host communities, refugee self-reliance, and community resilience, in addition to expanding resettlement and complementary pathways. However, the GCR did not operationalize responsibility sharing and overlooked the principle of non-refoulement and displaced people who do not fit the 1951 definition. In addition, the refugee compact backed away from UNHCR guidelines on detention, gender, and LGBTQ+ refugees and did not include new accountability mechanisms for refugee rights.
