ABSTRACT

This chapter examines the implementation of the global compacts. The core components of the implementation of the GCR are the CRRF, the Global Refugee Forum, support platforms, and the Asylum Capacity Support Group and for the GMC are the UN Network on Migration, the capacity building mechanism, and the International Migration Review Forum. These new institutions bring additional resources, more centralized coordination, and regular spaces for sharing best practices and stocktaking to global migration governance. There are many similarities between implementing the global compacts, like non-binding frameworks, global forums, national implementation plans, the whole-of-society approach, and a drive for better data. Nevertheless, the compacts diverge on several key aspects: for example, the refugee compact uses the CRRF rather than ad hoc national networks, pledging rather than stocktaking, and solidarity conferences rather than a start-up fund. These differences stem from the different starting points of the GCR and GCM.
