ABSTRACT

Economic analysis of the value of additional water to Arizonans as a whole clearly demonstrates that the Central Arizona Project (CAP) will not produce net benefits on either the regional or national economic efficiency account. In an attempt to understand farmer attitudes toward the CAP and associated federally mandated conservation measures, a field survey of farmers in the state was undertaken. While it is difficult to construct a single description of an "average" Arizona farmer on a "typical" farm, certain generalizations can be made. At the very end of the possible CAP service area is the 6,000 acres of Farmers' Investment Company, situated some 20 miles south of Tucson along the Santa Cruz River. Maricopa County has about 900 commercial farms with 30 acres or more of cropland. Of these 900, approximately one-third are located in the Salt River Project surface water area.
