ABSTRACT

The Alaska Plan Policy Board was established in 1969 to formulate an affirmative action plan which would bring unions and contractors in the state into compliance with federal anti-discrimination laws. Since the State of Alaska has a relatively small workforce to draw upon, legislature realized that it might not be possible to build a pipeline with 95 percent Alaska resident labor. People hired in complicance with Alaska hire and minority hire laws sometimes found themselves objects of tokenism, subtle discrimination, or outright racism. Another problem of timing in issuing regulations to carry out the Alaska hire law related to the definition of "Alaskans." Most of the minority persons hired for pipeline jobs were dispatched from a very few unions and most of the women were hired for clerical positions.
