ABSTRACT

The events of 1973 offer illustration of the complexity of the relations between the Community and the United States in the context of the Cold War. As for the Congress of The Hague and the creation of the Council of Europe, one should also be careful about linking it to the Cold War. The Schuman Plan led to the creation of the European Coal and Steel Community and the Pleven Plan was an appeal to establish an European Defence Community. Chancellor Adenauer particularly worried about General Radford's proposal to withdraw 800,000 American soldiers from Europe. In 1957-1958, Washington supported European Atomic Energy Community (EURATOM) much more than the European Economic Community. American interest in EURATOM had especially something to do with the strategic component of nuclear energy.
