ABSTRACT

Many of the details regarding the nature of US planning for a major regional conflict in the Gulf remain classified. Secretary Aspin also stated in a booklet on the Bottom Up Review, released by the Department of Defense on September 1st, that, Every war the United States has fought has been different from the last, and different from what defense planners had envisioned. The briefings on the Bottom Up Review did not discuss regional threats in any detail. The Department of Defense talked in general terms about the forces and force improvements the US would require for a major contingency. The briefing materials on the Bottom Up Review also called for a long series of changes in US capabilities—almost all of which were designed to improve US power projection and rapid deployment forces in ways that affect future US contingency capabilities in the Gulf.
