De Noronha makes a connection between one kind of ‘hostile environment’, ‘aggressive immigration policies’ and another, ‘stop and search’ that continues to target black people disproportionately: Racism at the border is inseparable from racism within Britain; they license and feed off one another. The neoliberal consensus dominated global politics for at least two decades, since the advent of its two pioneers in the west, Ronald Reagan in the US and Margaret Thatcher in the UK. Reagan started his presidency in 1981 and Thatcher became leader of the Conservative Party in 1975.
