ABSTRACT
The starting point of this chapter is that, in trying to understand the contemporary political problems of the advanced industrial societies, it is dangerous to ignore the fact that each and every one of the states in this category exists in an environment which profoundly affects its behaviour. It favours or creates opportunities or motives for some actions (including government action) and it inhibits or prevents others.
