ABSTRACT
There are a number of important questions to pose in relation to tourism impacts: who, what, when, where and for how long? This chapter concentrates on ‘who’ is involved and provides introductory comments on the key groups: tourists, the local community, government agencies and the tourism industry. It also discusses the importance of other players, focusing on non-government organizations and the media.
