ABSTRACT

This chapter discusses and unpacks the nexus between the state and social policy. In doing this, the nature and role of the state in inclusive development are also highlighted. It proposes that the state should be the fulcrum for social re-engineering and inclusive development in South Africa. This stance is informed by a recognition that the state is the main vehicle that guarantees well-being to the citizenry and where all the institutional mechanisms are anchored. However, South Africa must first have a fully fledged, capable, and developmental state, before the social re-engineering process can unfold.
