ABSTRACT

Soft-skills implementation in higher education appears to be diverse and context-dependent. Nevertheless, it is important to gain a common understanding about how the soft-skills policy is executed in higher education. Therefore, this chapter will review relevant literature across the globe to identify common tasks associated with the implementation of soft skills, which will serve to construct a conceptual framework for this book. The literature review shows that soft-skills implementation is driven by national socioeconomic, political, and cultural forces. It is also affected by institutional leadership, management, organizational culture, and by individual stakeholders’ perceptions and beliefs. As a result, the implementation of the soft-skills policy is conceptualized and executed with disparities.
