ABSTRACT

Transport is essential to many recreation, leisure and tourism activities. Provision of transport infrastructure for example roads, railways and airports requires considerable investment expenditure. It is very noticeable around the world that different governments have different approaches to investment. Those who support public sector investment readily criticize the high ticket prices of the UK privatized rail system to make their point. Opponents of public sector investment point to various symbols of policy failure as representing the worst aspects of public sector investment – consuming ever-increasing sums of taxpayers’ money and never achieving viable commercial sales. This chapter enables the reader to:
