ABSTRACT
This chapter sets out and argues for the membership version of consent theory. The exposition is preliminary, being supplemented and qualified over the next three chapters, and fully detailed in the last. The chapter spells out some of the implications of consent theory for secession and indicates the errors which some past versions of the theory have fallen into.
