ABSTRACT
What reforms are necessary to realise consent-based obligation and authority to a greater extent than exists at present? The answer given here is far from exhaustive. Selected for discussion are a small number of reforms which clearly arise from what is written above and from the current literature on consent and political obligation. The reforms proposed are presented only sketchily.
