Most recent UK governments of whatever persuasion have produced target-based figures against which they wish to be measured. Monitoring any security awareness initiative should use metrics that reflect behaviours. The goals of the intended survey must reflect the people overall awareness initiative aims and objectives. The use of postal surveys is well understood and is the core of much organisational remote marketing. Postal surveys are thought less intrusive than surveys delivered via other media. The option of a neutral response in online surveys can reduce the number of respondents bailing out, as it reduces impatience. There are two main reasons for having a good layout. First, it should be easy to understand and complete. Second, if it is used as a direct data source, it should be easy for people to extract results. All the techniques outlined in the chapter have their strengths and weaknesses.
