ABSTRACT

This chapter exposes the relations of humanitarian assistance and disaster relief (HADR) and territorial commands in Indonesia. HADR is one of the Indonesian military’s (Tentara Nasional Indonesia, TNI) major non-defence operations, along with peacekeeping deployment and counter-terrorism operations, and the military also seeks international cooperation to improve its capacity and network. TNI is currently undertaking gradual transformation to adjust its current posture and force readiness to cope with imminent threats of disasters. Nonetheless, the current HADR discourse and international cooperation are exceptionally important for the military establishment. Expansive campaigns about the importance of HADR have allowed the military to accommodate an old political interest of maintaining territorial command structure and defending it with new justification.
