ABSTRACT

Since time immemorial Man has been concerned about security and personal safety. Safety and freedom or independence have long been deep polar opposites. The more freedom a person has, the less security; the more security, the less freedom. There is always a trade-off, one for the other. It is well known that you can lose 100 percent freedom, but never gain 100 percent security. There will always be something stirring the emotion of fear. It is fear of the unknown that arouses fear. This chapter explores fear in society but also the fear of and by the ones sworn to protect others: the police. In the last two decades, the number of police being killed and the number of citizens killed by police has seen a steady increase.
