ABSTRACT

The chapter begins with an overview of the creation of the institutional architecture of German LL, including the establishment of the Army’s LL Branch and the role of Bundeswehr Operations Command in LL. It then examines the development of the German Army’s potential absorptive capacity (PACAP) in several key areas, including knowledge acquisition, knowledge management and knowledge dissemination. The chapter finds that these capabilities reflect many key aspects of best practice in PACAP and that the Army has established a solid potential to acquire, manage and disseminate knowledge at the tactical and operational levels.
