ABSTRACT

This chapter explores the transformation of knowledge in the German Army during its operations during ISAF. It focuses on the Army’s ability to alter operational design, training, officer education and doctrine in the context of the operational exigencies of deployment in Kunduz and the impact of the lessons learned process (LL) on these changes. The chapter finds that the Operations Command and Army LL Branch were able to improve tactics, techniques, procedures and equipment in the light of ISAF. However, these areas of activity were often slow to adapt to the demands of operations. Knowledge transformation at the higher-tactical and operational levels proved highly problematic. Operational design, training, doctrine and officer education remained largely unfit for purpose throughout the campaign in Kunduz. Despite clear and compelling evidence of the need to make far-reaching changes, the Operations Command and Army LL Branch failed to influence these areas of activity in a timely and sufficient manner.
