ABSTRACT

As examples of long-term small-group decision-making, we examine the ambitious national broadband plans announced by China in 2013 and India in 2010 and their updates. The case studies highlight the different understandings of the role of the state in telecommunications, ranging from motivator to enabler and operator. The chapter traces the evolution of national broadband plans and policies in the two countries and explores what they reveal about the political and cultural attitudes underlying policy decision-making.
