ABSTRACT
In this chapter, I want to examine Barbara Wootton’s views on the extent of criminality in Britain – this meant England and Wales; she said little of the extent of crime elsewhere. Then I want to look at matters relating to the criminal law. I have included sections on (1) the Wootton Report on Cannabis, which was inter alia aimed at recasting existing drugs legislation, and (2) the Report on Non Custodial Penalties.
