ABSTRACT

Chapter 4 explores the first case site: the Guvernment, a demolished music venue along Toronto’s waterfront. Guvernment’s site and importance, history, and the communities, music, and (sub)cultures within - including drum “n" bass and electronic dance music - are described and contextualized. This chapter also discusses Toronto’s post-industrial shift and takes a detailed look at Toronto’s waterfront redevelopment, specifically that of the East Bayfront Precinct, that contributed to the Guvernment’s displacement. Community engagement practices, or the lack thereof, that took place during waterfront and East Bayfront Precinct development are also examined alongside the reality of displacing or preserving musical and cultural assets despite a city’s “Creative City" or “Music City" aspirations.
