ABSTRACT

This chapter begins by introducing a brief history of the adoption of Public-Private Partnerships (PPPs) in Singapore and then addresses the current trend of PPPs in Singapore along with some notable features, comparing these with other Asian countries. This is followed by a summary of the PPP handbook developed by the Ministry of Finance (MOF), Singapore. Key characteristics and detailed guidelines pertaining to what a PPP project is, how to make a successful PPP deal, how to proceed with the procurement process, and how to effectively manage a PPP relationship are briefly discussed. Last, the chapter presents a review of the main institutional and legal environments underlying PPPs in Singapore.
