ABSTRACT

This chapter reviews six failed Public Private Partnerships (PPPs) in Singapore between 2000-2019 based on several academic, corporate, and news sources. As in Chapter 3, a brief background is provided for each reviewed project to highlight its significance in the larger Singapore policy landscape. These six projects were chosen for review for two reasons. First, to expand on the wider PPP knowledge field by bringing insight into failed cases in the Singapore context. Second, the reviews aim to provide Singapore-based real-world examples of failed PPP projects to help inform current and future PPP practitioners on how to avoid replicating mistakes in their respective policy and administrative capacities. Overall, this chapter hopes to spur future PPP academic and policy inquiries that can enhance the success rate of and reduce the failure rate of PPPs in the future.
