ABSTRACT
Since 1874, national postal services have operated together in the Universal Postal Union which is now a UN specialised agency. The UPU treats the world as a single postal territory, establishes international service procedures and standards of operation as well as supervises the settlement of international accounts. Its recommendations are implemented nationally by member states.
