The starting point for any design and delivery of staff development activity is the strategy devised for learning and development. A key factor in the development of any strategy will be the people involved in its preparation. Market data will also show to some extent what competitors are doing. Government economic trends, including workforce statistics, new initiatives to support particular groups of employees, and possible funding for staff development might also be considered.
