ABSTRACT

Nuclear power is a very technical industry with adherence to processes and procedures paramount, but what is less well understood is the importance of nuclear safety culture in the operation of plants. In this chapter, the contributing elements of nuclear safety culture are explored.

An effective nuclear safety culture is essential for a successful nuclear programme, both within the operational site and beyond into the wider organisation and its supply chain. An organisation’s leadership plays an essential role in establishing, maintaining and encouraging continuous improvement in nuclear safety. Those working at the plant and in the wider industry must be trained, supported and encouraged to exhibit the right behaviours at all times.

Governments must deliver a stable environment for nuclear to thrive in addition to a strong independent regulator to oversee the industry. It is extremely important that a framework be put in place to ensure that safe operation is robust against potential changes in the wider environment. If this is not possible for a reasonable set of scenarios, nuclear development should be discouraged in these jurisdictions.
