ABSTRACT

The official international discussions of the food problems, however, are going on in the Food and Agriculture Organization (FAO). The recommendations of the FAO, agreed upon together with some of the leading officials of the 21 member nations of the FAO, to which, however, the USSR does not belong, are therefore of great importance for international and national food policies. In discussing agricultural surpluses and deficit, which he believes should be handled by a “World Surplus Food Corporation” to insure parity price to all farmers throughout the world, Mr. La Guardia said: “This organization could determine the domestic requirements for each country for human consumption and feeding. The ultimate aims of FAO were thus made to include objectives far beyond the range of the crisis. What is proposed in effect the creation of an international agricultural “New Deal” operating under a controlled economy regulated either by the FAO or a similar body for an indefinite period.
