Chapter 2 focuses on how to measure poverty (absolute, relative and multidimensional) as this affects the results of whether or not it has been reduced over time, or even eradicated, and it also indicates whether the instruments used have functioned correctly. There is also a need to know whether poverty can be different in various places around the globe, also given the diverse circumstances in individual countries. Lastly, it touches upon inequality and justice and their relation to poverty.
