ABSTRACT

This chapter continues to investigate the role played by Arctic states in regional governance, with a particular focus on the emergence of the so-called Arctic 5 (A5) coastal states. Using the issue of future Arctic fisheries beyond the Exclusive Economic Zones (EEZs) of the Arctic coastal states as a case study, the second half of this chapter examines the emergence of a governance mechanism including regional and global governance actors, the A5+5.
