ABSTRACT

The emergence of humanity into spaces beyond the earth represents a real qualitative change in human existence. Perhaps a major worldwide commitment to outer space projects would unleash the same sort of energy on a global scale, ushering in a new period of growth and optimism that would benefit everyone, but especially the poorer countries that suffer most from any worldwide economic downturn. And it might be that the challenge and excitement of expanding into outer space would divert energy and attention away from warlike activity by providing a peaceful outlet for feelings of national pride and the need to overcome obstacles. The development of specialized law relating to maritime affairs is generally regarded as having encouraged a flourishing shipping industry and promoted widespread global commerce in a way that, more often than not, reduces global tensions rather than increasing them.
