ABSTRACT
Azerbaijan’s absolute lag behind average Union living standard indicators has not only failed to diminish but has almost doubled. As a result of economic errors, around 250,000 people of employable age are currently not participating in social production. The appeal from Mikhail Sergeyevich Gorbachev, General Secretary of the CPSU Central Committee, to the working people and peoples of Azerbaijan and Armenia, and his appeal for reason, responsibility, and a balanced approach were very timely in a complex and tense situation. Azerbaijan’s Communists and working people wholly support the CPSU Central Committee Politburo’s principled and consistent line of improving the situation in the region as the only correct line that accords with the highest interests of our motherland and its peoples. Despite its severity and lack of precedent, everything that has happened in Azerbaijan, comrades, is the result of the general ill of the formation of democracy characteristic of our society.
