ABSTRACT

Soviet naval operations in the Caribbean have to be conducted with due consideration for the nature of US military power and strategic concerns. The projection of Soviet naval power into the Caribbean was a formidable task, which, coupled with the proximity of the Caribbean to US East Coast ports and air bases and the US commitment to the Caribbean, dictated several things. Naval combatants were sent again to the Caribbean in September and in November-December 1970. Agreeing to the restriction on facilities was a genuine concession, and subsequent Soviet naval activity would be aimed at ameliorating it. There were more naval deployments to the Caribbean after the tacit undemanding with the United States were reached. The Soviet-Cuban relationship has been sufficiently cordial for the Soviets to use the Cienfuegos naval facilities in support of their naval operations in the Caribbean.
