Publications friendly towards the Grenadian revolution have blamed the Ortiz mission for driving the People's Revolutionary Government (PRG) into the arms of the Cubans. The PRG apparently did not realize that US ambassadors must have special authorization to offer anything beyond $5,000 from their discretionary fund for aid projects in countries within their jurisdiction. The PRG, despite its closeness to Castro, was able to develop perfectly normal relations with nonrevolutionary governments of those of Canada, France, and Venezuela. The US State Department refused to accept the credentials of Dessima Williams, who had been designated by the PRG as ambassador to the United States. During the PRG's reign, the mainstay of Grenada's economy remained agriculture, in which more than 10,000 people were employed. In spite of all the improvements, Grenada's agriculture had many problems during the PRG period. A number of skills-training institutes and programs were initiated for workers in agriculture, fisheries, tourism, and public service.
