ABSTRACT

Family migration decisions do not simply reflect the family’s own internal dynamics; decisions to send someone elsewhere to work are influenced by the developmental setting in which families find themselves. The very high rates of migration among the families indicate that migration is practically a way of life for Ilocano families. The regional self-sufficiency objective can be interpreted as reducing seasonal labor migration which makes one region dependent on jobs located in another region. Kilusang Kabuhayan at Kaunlaran program is a national livelihood development program to encourage expansion of income-producing activities in local communities. The lack of significance of the municipal facilities and development programs variables indicates that programs alone do not affect family migration decisions. Both the agricultural development-facilities and development-accessibility interactions reflect the adoption of migration to pursue family economic mobility objectives. Changing migration patterns is part of the complex process of social change, of giving persons more options in their lives.
