ABSTRACT

As discussed earlier, integrated national energy planning (INEP) and policy analysis provide the essential framework for coordinating decisionmaking and policy throughout the continuous chain represented by the energy sector, its subsectors, and the macroeconomy. The rural electrification master plan is only one of several components that normally make up the electricity subsector plan. The rural electrification master plan can, in turn, be broken down into regional programs and individual rural electrification projects. An individual project constitutes a basic element that is convenient to analyze.
