ABSTRACT

In this chapter, the authors believe that their defense proposals produce a peace sturdier than the mere absence of war, a peace in which conflicts can be eliminated and resolved long before war becomes a possibility. They propose that how the security system can be far more capable of preventing, resolving, and deterring threats. The system proposed not only gives decisionmakers more time and options to resolve conflicts, it also reduces the premium on time for decisions. The authors recommend that additional savings to the United States can result from the nonmilitary policies. The security system takes the environmental threats seriously and provides the resources for ameliorating them. The authors propose that the new global institutions will be needed to foster multinational efforts at reforestation, environmental restoration, and energy efficiency. The security system proposed suggests that a very different kind of world order is possible.
