ABSTRACT

The social assessment may be used as a document in its own right. As such, it displays all the various beneficial and adverse effects under a number of components in the Social Weil-Being (SWB) Account. Basically there are two types of effects which are to be displayed in the SWB Account: beneficial effects and adverse effects. Adverse effects of a plan on social well-being have detrimental impacts on the equitable distribution of real income and employment or otherwise diminish or detract from the attainment of other social opportunities. The effects to be displayed in the SWB Account differ according to what area of human life they affect. The implementation of a plan will affect an individual's attitudes and values, family life, institutions, and communities. The SWB Account can also be augmented in various ways in the completion of any future implementation report requirements. Completion of the SWB Account requires forecasting attributable social impacts and assessing their social meaning or effects.
