ABSTRACT

Two separate but related activities are associated with the Social Well-Being Account. First, the Social Well-Being Task Group (SWBTG) prepares a brief statement on the historical context of water needs and previous development activities which have taken place within the planning area. Second, the SWBTG, working with information available from the statement of the plans, should prepare concise, clear statements about the nature of each of the plans, describing its various activities, the functions which will be provided under the plans, the impact area findings, and the Plan Implementation Schedule. For any development of water resources, there will be various plans to consider; there will be a plan emphasizing National Economic Development (NED), one emphasizing Environmental Quality, a No Plan condition, and a Recommended Plan. The NED plan will have the general objectives of increasing goods, services and efficiency of production. NED and Environmental Quality objectives will be implemented through water resource development projects, involving particular water activities and functions.
