ABSTRACT

In the Soviet Union, some of the most significant writings on military doctrine and strategy have had titles such as "According to the Laws of Dialectics" or "The Dialectics of Development and Change in Forms and Methods of Armed Conflict." The world was only two weeks into the 1960s when Nikita Khrushchev delivered a major policy speech before the 4th Session of the Supreme Soviet of the USSR. The Soviet Air Forces' strategic bombers were referred to as "long-range rocket-carrying aviation." The Soviet Navy was charged with the delivery of nuclear weapons from submarines. Soviet military doctrine considers the most important, the main and primary task of the Armed Forces to be constant readiness for the reliable repulse of a surprise enemy attack and to frustrate Malinovskiy criminal plans." The Program is to the Communist Party what military doctrine is to the Soviet Armed Forces.
